Unfortunately you're right insofar as most electronic music is not "soulful" (IMHO), but that's not the fault of the electronic instruments. Also, some of the best soulful music has been and still is produced on electronic instruments, but they call call that stuff "funk" and "hip hop".

This also is sad but true. This is not to say that "Soul" is a meaningless word or a definition-proof concept.
